o <br /> <br />o <br /> <br />The property is located at the eastern terminus of Park <br />Avenue. The subject parcel contains an existing dwelling and <br />septic system. <br /> <br />Properties to the north, south, and west are zoned UTF and <br />consist of small acreage homesites. The EFU zoned portion of <br />the subject parcel extends east to border the Pudding River <br />and Clackamas County. <br /> <br />The applicant proposes to construct an accessory building on <br />property in the identified floodplain. <br /> <br />The Marion County Building Department stated that Building <br />Permits are required prior to construction. <br /> <br />Ail other contacted agencies either failed to <br />stated no objection to the proposal at the time <br />was written. <br /> <br />comment or <br />this report <br /> <br />The purpose of the Floodplain Overlay Zone is to promote <br />public health, safety and general welfare and to minimize <br />public and private losses due to flood conditions. The <br />standards and related uses in the overlay zone are listed in <br />Section 178.060 of the Marion County Zoning Ordinance. In <br />order to comply with these standards, the structure must have <br />the lowest floor elevated two feet above the base flood <br />elevation MSL (mean sea level). <br /> <br />Flood Insurance Rate Map # 410154 0100 C indicates that the <br />elevation of the 100 year floodplain is approximately 104 feet <br />above mean sea level (MSL) at the subject parcel. <br /> <br />Additionally, Marion County recently used information supplied <br />by the Army Corps of Engineers, aerial photographs of the 1996 <br />flooding, as well as updated terrain and hydrologic models in <br />order to create more accurate floodplain boundaries. As a <br />result of this additional data, the new delineations indicate <br />that the site is situated within the Marion County 100 year <br />and 500 year floodplain. <br /> <br />The applicant obtained information from the City of Aurora <br />which indicates that the existing ground elevation in the area <br />of the proposed pole building is 108 feet above MSL. Based on <br />this information, it can be concluded that the structure will <br />be physically located above the 100 year base flood elevation. <br /> <br />Craig O.
