¸7. <br /> <br />Ihe prooertv is desianated Primary Agriculture in the Marion <br />County Comprehensive Plan and is zoned EFU (~ixcluslve ~arm <br />Use) zone. Agricgltural uses are permitted in the zone. <br />However~ additional +arm dwellings must be shown to be <br />necessary for the manaoement of a commercial farm operation. <br /> <br />I"hm property is located on the north and south eide of <br />Arndt Road, approximately two miles east o~ ~utteville. <br />fhe 20 acres north of the road is ~armed and contains the <br />applicant's residence. The 50 acres south of the road <br />is farmed and contains the farm outbuildings. <br /> <br />Surrounding uses are primarily commercial farming operations. <br /> <br />I'he Soil Conservation ~ervice has identified predominantly <br />Class Il soils on ~he property. <br /> <br />fhe applicant proposes to locate a mobile home on the eouth <br />side o~ the road hex to the farm outbuildings. The mobile <br />home would be occupied by the foreman of the applicant's <br />overall farm operation. <br /> <br />/he County F'uOlic Works Department has no objections to <br />the propomal, rhe Building inspection Division comments <br />moDile home, septic site evaluation, and septic permits <br />are required for the proposal. <br /> <br />in order to approve an additional farm related dwelling <br />in an EF~ zone, it must be demonstrated that l) the property <br />Ls in farm use and constitutes a commercial farm enterprise~ <br />2) the ~arm operation reduires that the occupants of the <br />proposed dwelling rem~de on the farm~ and ~) all dwellings <br />will be occupied by residents who will perform a siqnificant <br />amount of farm work throuohout the year. <br /> <br />The applicants state they farm a total of ~0+ acres including <br />the subject property, 40 additional acres owned near Butteville. <br />and leased land. The farm operation includes bush beans, <br />sweet corn, Oroccoli, cauliflower, grass seed, sugar beet <br />seed, and wheat. The applicants state in the winter their <br />foreman corks 4(; hours per week; and in the spring, summer, <br />and fail months he works 80 - 100 hours per week on the <br />farm operation, lhe foreman's responsibilities include <br />maintenance of the farm machinery~ driving tractors and <br />trucks, supervision of farm crews, changing irrigation <br />equipment, etc. The applicant~ state there are no apartments <br />in the vicinity, and the foreman needs to be at the farm <br />headquarter~ to watch over the barns, ~hop~ and equipment <br />to deter ~uture thefts. Also, he is needed to instantly <br />respond to calls to drive trucks to the fields du~ing harvest <br />season. The applicants manage the overall farm operation. <br />Based on the evidence, the subject property is a commercial <br />farm operation and two residences are justi~ied~ <br /> <br /> <br />
