As you are aware,
our company's contractual relationship with Salem Area Transit and Marion County expired on
the last day of 2000, but as I indicated to John Gremmels at our last construction team meeting, I
wanted to establish our position as to the completeness of various closeout items. The following
items are, to the best of my knowledge, still unresolved:
i. tt Item #1: Permanent Certificate of Occupancy - The owners have not yet received a
~, ~y~ < permanent certificate of occupancy. In lieu of the issuance of this certificate, I have asked
~, ~° ~ Pence/Kelly on several occasions to obtain an extension on the temporary C of O. This has not
~ t s~ yet been done. At this point, the owners have been without a valid Certificate of Occupancy
~, i" since October 27. The singular unresolved mechanical inspection issue has been a topic of our
construction team meetings since November 11.
Item #2: Public Works Final Signoff - At the begimling of December, Leonard advised
P/K that the city's Public Works department had requested a survey of newly installed catch
basins before they would issue a final sign off. To the best of by knowledge, this issue has yet to
be resolved.
Item #3: O and M's - According to Leonard, the O and M turnover process is still
incomplete. While Interface could have provided a more timely review of the mechanical and
electrical O and M submittals, the time frame has been drawn out due to incomplete submittals.
Additionally, I understand that the architectural O and M's are lacking in completeness, and the
elevator submittal provided information on a hydraulic, rather than a traction, elevator.
Item #4: HVAC Issues - Several miscellaneous HVAC issues have surfaced over the last
six weeks. We understand that this is not unusual during the start up phase of a project, and
Pence Kelly has attempted to be responsive as these issues surface. I would encourage you to
stay actively involved in assisting the owners in the resolution of these recurring HVAC
111 SOUTHWEST COLUMBIA • PORTLAND, OREGON 97201 • TELEPHONE: (503) 223-4777 FAX: (503) 223-4606
