SECURITY PLAN FOR COURTHOUSE SQUARE <br />WHY DO WE NEED A PLAN? <br />- To prevent employee injuries - Violence in the workplace is a modern day reality. It is <br />associa e v~n speci ic wor place factors such as dealing with the public, the exchange of <br />money and the delivery of services or goods. The source of violence may be <br />customers/clients, co-workers or domestic violence that spills over into the workplace. <br />Among those at greatest risk for such an event aze employees who work in an environment <br />where plans to prevent violent acts have not been implemented. <br />County employees who are injured while performing their job duties may file workers <br />compensation claims for their medical expenses, lost wages, rehabilitation and permanent <br />disabilities. As the County is self-insured, the costs of these claims would be paid directly <br />from County funds. <br />County employees have the right to work in a safe environment. <br />- To prevent citizen injuries - Third parties who are injured as the result of an action or failure <br />to ac y e oun may ile a claim for damages. Marion County is self-insured and <br />therefore, we would pay the costs of such claims directly from County funds. In addition, <br />these claims may result in indirect costs such as poor public relations. <br />- To avoid OSHA citations - OR-OSHA rules require that employers provide workplaces <br />w c are ee om own hazards. There is the possibility that fines could be issued <br />against an employer who has identified or should have identified a security related safety <br />hazard, but failed to act. <br />- To prevent property damage or theft - A lack of security may invite theft or vandalism of <br />oun prope . e oun as uisurance which may cover such losses above a$5,000 <br />deductible. Losses up to the deductible would be paid directly from County funds. <br />There could also be theft of or damage to employee property. <br />WHO IS RESPONSIBLE TO IMPLEMENT THE PLAN? <br />Everyone! <br />WHAT SECURITY PROCEDURES WILL APPLY THROUGHOUT THE BUILDING? <br />Procedures fa11 into two broad categories: 1) administrative controls and 2) physical controls. <br />Examples of administrative controls include training for employees and clear policies and <br />procedures. Examples of physical controls are locking doors and adequate lighting. <br />Administrative controls are the focus of our program as they are less obtrusive, yet very <br />effective, if properly implemented and supported ,by accountability. The two key components of <br />these controls are the County~s program on workplace violence prevention and our emergency <br />
