prepazedness planning. Each of these existing programs will be tailored to meet the specific
needs of the Courthouse Square building.
In addition to these administrative controls, several physical controls will be put in place. The
following measures have been approved:
- Access to the building will be limited by a key card locking system
- CCTV (closed circuit television) has been installed at the bus mall and the entrance to the
parking garage; the system will record 72 hours at a time, camera monitoring will be
periodic
- Employees will be required to display photo identification while on County property;
visitors will be required to sign in/sign out at a reception desk and display "visitor"
identification
- A telephone paging system will be installed throughout the building which can be used to
provide instructions in the event of emergency
- Parking structure access will be restricted by use of a swinging gate accessed by key card
- Public pazking will not be allowed in the parking structure
- The elevator vestibule will be enclosed and accessible by key card only
WHO APPROVED THE BUILDING WIDE PLAN?
Departments provided input and reviewed draft plans, as did the Courkhouse Square Security
Committee. The plan was also presented to the Transit District Boazd for approval. Risk
Management then drafted a final plan. The Boazd of Commissioners approved the final plan in
November 1999.
SHOULD MY DEPARTMENT DO ANYTHING IN ADDITION TO THE BUILDING
WIDE PROCEDURES?
Yes. At a minimum, each department should evaluate its unique exposure to risk. Additional
measures may be advisable based upon those risk factors.
All departments (with the exception of those currently housed in the Courthouse) participated in
a County security audit at the end of 1999/beginning of 2000. Final reports, including
recommendations were sent to departments in May of this year. Although your department will
now be housed in a different physical location, many of the recommendations made for your
current location are "transferable."
Risk management is available to provide resources and assistance to help yotu department
identify its risk or recommend additional measures.
COULD CHANGES BE MADE TO THE BUILDING WIDE PLAN?
