Tri-Aqency Meetinq -8- 11/7/95 <br />He added that this is a voluntary agreement; but has received <br />enough publicity that it is being seen as a mandate. <br />The expectation is to continue to meet as a tri-agency work group <br />and continue a rolling 5-year plan, each year looking 5 years <br />out. The process will be continuously updated. <br />Mr. Roudybush commented about the County's bond levy on the <br />upcoming ballot. Juvenile and Jail operations costs will be <br />phased in to stay within the commitment. The county has included <br />collaborative partnerships and will continue that practice. <br />Inroads are being made and need to look at other areas of <br />coordination. <br />It is necessary to show the citizens the effort and importance <br />involved in this process. <br />The Tax Management Plan group believes they have addressed the <br />question to remain under the $10.00 cap. <br />Discussion <br />Mr. Caraballo (Transit) stated that he has heard from the public <br />that they want more collaborative work within the government <br />structure. This Plan shows that is what is taking place. <br />Mayor Gertenrich indicated that these proposals will go to the <br />council and downtown board. He thought that the sky bridge could <br />be part of urban renewal. Urban renewal currently is being used <br />at the maximum. The Federal grant would be $2 million with no <br />matching funds necessary. The Mayor added that if the project <br />failed, he wanted limits on the funds so that they would not be <br />transferred and he wanted a safeguard for funding of the <br />Riverfront Park. He did not want bids for the park project to be <br />opened and have a funding concern as has been experienced in the <br />past. He added that he would like the County to look at a <br />proposal of the Riverfront Park to be included in county park <br />system. <br />Glenn Wheeler (City) shared his concern about this discussion. <br />He felt that this process was pushing the cart before horse. He <br />questioned: "What do citizens of Salem want?" "What percent of <br />citizens use the transit system every day?" "Is this proposal <br />ahead of the public and their support?" <br />Mr. Caraballo shared his concern. He noted that the issues <br />presented were beyond just a transit issue. The proposal is <br />centered for benefit of community first and to provide services <br />to citizens in the most efficient manner possible. <br />
