EXHIBIT A <br />CHARTER <br />Special Project Oversight Committee <br />(Courthouse Square) ~ <br />Purpose: To act in an advisory role overseeing all major policy decisions related to <br />the continued development, design and financing of the Courthouse Square <br />project. The committee will serve as a sounding board to sta.ff, review all <br />major decisions affecting the project and serve as advisors to the goveming <br />bodies of the county and transit district. <br />Tasks: The committee will have the authority to review any decision a.ffecting <br />expend.iture of public funds and/or any major policy decisions affecting <br />design, budget, financing, selection of consultants and agents (and <br />construction schedules). Specific duties include, but are not limited to, the <br />following: <br />~ Review proforma. <br />• Review budget and financial projections. <br />_• Review financing proposals and options. <br />~ ~• Advise on selection of contractors and/or agents of owners. <br />• Review proposals for future private development options. <br />• Review contracting procedures. <br />~ ~ Review contracting proposals. <br />Process: The staff of the county and transit district will provide regular briefings to <br />the committee. The committee's guidance and counsel will be sought on <br />issues relating to the committee's charter. The committee wi11 have the <br />authority to make whatever recommendation it deems appropriate to the <br />respective governing bodies. <br />Membership: <br />Citizens At Large: <br />• Chair - Edwin J.
