MOUNTAIN WEST
REAL ESTATE, INC.
December 8, 1997
Mr. Randy Franke
Marion County Commission
Marion County Courthouse
Salem, OR 97301
RE: Courthousc Square
Dear Mr. Franke:
698 12TH STREET S.E., SUITE 100
SALEM, OR 97301
BUS. (503) 588-3508
FAX(503)588-3514
TOLL FREE 1-800-505-9248
As you know, the Courthouse Square project has come under a good deal of scrutiny in recent weeks as the
result of the Statesman Journal's various articles on the project.
I have been, and continue to be, a supporter of this project. I think it will pmve to be a great benefit to
Salem and Marion County geneially. I do not want to see the pmject harmed.
One of the issues that has been challenged by the Statesman Journal concerns my role as leasing agent for
the project. This is not a position I sought I did not ask nor encourage that the personal service contract be
subj ect to a waiver of the normal public bidding process. I have felt, and continue to feel, that my
understanding of the situation, together with my enthusiasm and support for the proj ect, make me a good
candidate for this position. I do not, however, want to stand in the way of the success of the project.
According, I would like to make the following proposals to you.
First, Coldwell Banker Commercial and I are more than willing to terminate the ~ntract and release the
County from any further obligation to us. Just say the woni.
Alternatively, if the County wishes, Coldwell Banker and I will agree that my share of commission earned
by my efforts on the Courthouse Square project during the calendar years 1998 and 1999 would be donated
to a certain select group of charities such as the Boys and Girls Club of Salem, The Argonauts or the
YMCA.
ff either of these opfions is of interest to you, please contact me at your eazliest convenience. As I have
mentioned, I am a firm believer in this proj ect. Neither Coldwell Banker nor I want to be an obstacle to its
success.
Sincerely,
~- ~,Q,~ ~ ~ ~ ~..
E.
