Roy <br />)ane Ellen Stonecipher <br />ISSUE: Shall the Board of Commissioners approve and execute an agreement for <br />project management services for the Courthouse Square Project, including an Addendum, <br />with Melvin Mark Development Company? <br />BACKGROIJND: On May 8, 1997, Marion County and the Transit District requested <br />proposals for project management services on the Courthouse Square Project. <br />Construction was expected to begin about September 1, 1997. Several firms submitted <br />proposals. After interviews and evaluations of the proposals, Melvin Mark Development <br />Company was selected, effective June 1, 1997. The basic fee for managment services was <br />proposed at $437,500, plus expenses up to $25,000. While negotiations were under way <br />to finalize a contract, Melvin Mark Development Company began examination of the <br />project budget and design. It was determined that the cost of the project was greater than <br />anticipated, and that redesign of the project was necessary to improve utility of the <br />building components and to reduce overall cost of the project. Melvin Mark undertook <br />this work at the request of Marion County. The RFP provided that the scope of service <br />may be modified as part of the final contract terms. <br />Project Coordinators for Transit and the County have completed negotiations with <br />Melvin Mark Development Company. Attached is a form of agreement presented to the <br />Board of Commissioners for approval and execution. <br />The basic terms of the contract change the start for construction management <br />services to June 1, 1998. The parties still contemplate a twenty two month construction <br />schedule. The fee for construction management services remains the same. Should the <br />County and the Transit District not proceed to construction, the main agreement can be <br />ternunated on 60 days' notice. An Addendum has been added to the contract for <br />$225,000, plus expenses up to $10,000, for the additional services from June 1, 1997, <br />through May 31, 1998.
