The majority of the SPOC members recommend <br />the project move forward through the detail <br />design and bid process and then reevaluate due <br />to continuing concern about ultimate affordability <br />on the part of the County. <br />In the report, the committee gives advice on a <br />process to use and some technical considerations <br />in making the next round of decisions about the <br />viability of the project. There are also <br />documented concerns in the report such as the <br />remediation expense, timing of development of <br />the commercial pad and questions about financial <br />impact to County. They also advise continuance <br />of a citizen group to participate in project. <br />MOTION: Commissioner Franke moved to accept <br />the SPOC report. Mark Wieprecht seconded; <br />Motion passed. A voice vote was unanimous. <br />MOTION: President Luis Caraballo moved to <br />disband SPQC. Casey Campbell seconded; <br />Motion passed. A voice vote was unanimous. <br />B) Consider proceeding with design development. <br />Billy Wasson and John Whittington, Courthouse <br />Square Project Coordinators presented their <br />recommendations regarding Courthouse Square. <br />They are attached to the Minutes. <br />Mr. Whittington said the recommendations from <br />SPOC report are: <br />1.
