After final design is completed the <br />County and District should conduct and <br />document a formal value engineering <br />exercise and a formal constructiblity <br />analysis. <br />3. After the final design is completed the <br />project team and e~ected leadership should <br />conduct and document a cost review to <br />determine if design should be refined to <br />reduce expenses. <br />4. Construction documents should be based <br />on the results of the value engineering <br />exercise, the constructibility analysis and <br />the cost review. ~ <br />s <br />5. The project should be bid in the <br />traditional low bid format. <br />6. If the bids exceed the budget, Transit <br />and County working with citizen's <br />committee should be prepared to consider <br />redesign and other alternatives or <br />cancellation. <br />7.
