Mr. Whittington added that most of these <br />recommendations would have ordinarily been <br />undertaken as the project moved ahead and they <br />are not difficult to support. <br />Commissioner Franke said other issues discussed <br />by SPOC are specifics of design development of <br />the commercial pad and the ongoing parking <br />issue. <br />Mr. Whittington said these were not specific <br />recommendations, but issues raised by <br />committee that felt needed further discussion. <br />They were the DEQ approval of construction of <br />the site, the parking issue, development on the <br />northern portion of block, future impact on <br />County services and renovation costs for the <br />Franklin Building. <br />Billy Wasson said the commercial pad is set aside <br />for private development and would run parallel <br />with develo~ment of the public side of block. <br />This is linke`d together with the parking issues. <br />Mr. Wasson said the cost of the next step will <br />range from $750,000 to $1,000,000. <br />Commissioner Wyant was concerned about <br />proceeding with DEQ still not signing off <br />regarding remediation. Mr. Wasson said three <br />reports will be submitted to DEQ which will close <br />the issue, but he was not sure of when this <br />would happen. There will be a back up strategy <br />if there are remediation problems.
