are going to run into when you start digging
further.
Mr. Wasson said there is 53.6 million in
contingency for the project and $900,000 has
been the cost this far.
The development parcel is totally separate from
the project. SPOC's concern, according to Mr.
Wasson, is that with the Courthouse Square
office building and transit mall on the block
already that what was left over was a parcel that
was unable to be developed and would not be
marketable. A consultant was brought in and
stated that was not the case. The parking issue
is whether or not the underground parking would
be suitable and if any would be set aside for
public parking vs. staff parking. This is still an
unresolved issue. The City of Salem does not
view parking underground as suitable public
parking. It remains to be seen how marketable
the north parcel is without a designafed public
parking area that goes with it. The County and
Transit are not required to provide parking.
Commissioner Franke said the City Council read a
draft about a three story limit on the building, but
Costic Arbuckle is not aware of any limits other
than the Capitol Building.
Commissioner Wyant asked if the renovation
costs for the Franklin Building were included in
the Courthouse Square costs. Mr. Wasson said
the state courts will take over the courthouse
whether the County proceeds with development
or not. Some of the SPOC members wanted
those costs included as a Courthouse Square
JOINT BOARD SESSION, 4/22/98, PAGE 5
