are going to run into when you start digging <br />further. <br />Mr. Wasson said there is 53.6 million in <br />contingency for the project and $900,000 has <br />been the cost this far. <br />The development parcel is totally separate from <br />the project. SPOC's concern, according to Mr. <br />Wasson, is that with the Courthouse Square <br />office building and transit mall on the block <br />already that what was left over was a parcel that <br />was unable to be developed and would not be <br />marketable. A consultant was brought in and <br />stated that was not the case. The parking issue <br />is whether or not the underground parking would <br />be suitable and if any would be set aside for <br />public parking vs. staff parking. This is still an <br />unresolved issue. The City of Salem does not <br />view parking underground as suitable public <br />parking. It remains to be seen how marketable <br />the north parcel is without a designafed public <br />parking area that goes with it. The County and <br />Transit are not required to provide parking. <br />Commissioner Franke said the City Council read a <br />draft about a three story limit on the building, but <br />Costic Arbuckle is not aware of any limits other <br />than the Capitol Building. <br />Commissioner Wyant asked if the renovation <br />costs for the Franklin Building were included in <br />the Courthouse Square costs. Mr. Wasson said <br />the state courts will take over the courthouse <br />whether the County proceeds with development <br />or not.
