expense. The County objected and thought it <br />was somewhat improper and the same comment <br />was made about the Franklin Building in terms of <br />renovating it for potential private leases. The <br />County stood firm and did not do that, however, <br />did document what those renovation expenses <br />would be, discussed with SPOC what the County <br />process would be and how County would deal <br />with those costs which is to build into rental <br />rates in the County. The other strategy was to <br />band together with other counties in the state to <br />negotiate a different deal with the State of <br />Oregon around picking up the costs of their state <br />court system. The County will keep the Franklin <br />Building as expansion space rather than selling it <br />as surplus. <br />Chevron will not continue in remediation process <br />because a settlement has been negotiated. <br />Mr. Wasson said the DEQ approval on <br />remediatiori~should be received long before bids <br />come back on the project. Commissioner Franke <br />said the consultant has said there is no reason <br />we should not get closure on the remediation. <br />Commissioner Wyant is concerned that <br />assumptions have been made all along on this <br />project and they have not always worked out so <br />we have a responsibility to examine things a little <br />closer. <br />Marcia Kelley said there has been expert advice <br />on this issue and the potential for something <br />unexpected surfacing on remediation given the <br />size of contingency fund should not be a <br />concern. <br />JOINT BOARD SESSION, 4/22/98, PAGE 6 <br />
