MOTION: Marcia Kelley moved to authorize staff
to formally take steps necessary to complete
design, development and construction drawings
for the Courthouse Square Project.
Commissioner Franke seconded; Motion passed.
A voice vote was unanimous.
Commissioner Wyant said he voted in favor of
the motion because not proceeding with the
project would cost more in the long run with loss
of funds, etc. However, he has great concerns
about the DEQ portion of this issue.
Commissioner Franke commented that
Commissioner Wyant's concerns are legitimate
and we should take nothing for granted and
double check everything. If it saves the County
money and is feasible we should go forward, if
not, then stop the project.
Commissioner Wyant stated the answers to the
extra questions on the SPOC report should be
put in written form so the public would have
concise and accurate answers on those issues.
Mr. Wasson said the answers to all those
questions are in books that are available at the
Board of Commissioner's Office.
Commissioner Pearmine proposed an amendment
to recommendation #3 as noted on the attached
memo.
MOTION: Commissioner Wyant moved to adopt
the proposed amendment to recommendation #3.
Eric Swenson seconded; Motion passed. A voice
vote was unanimous.
JOINT BOARD SESSION, 4/22/98, PAGE 7
