If yes, then what are the parameters of <br />~-r: that authority? <br />'503) 588-5495 <br />~ <br />(503) 588-7951 <br /> Background: <br />~ivisioNS: In the attached memo from Mike Hansen, Legal Counsel, to the Board dated <br />Business Services <br />Facilities <br />October 27, 1998 and approved in formal Board session on Oct. 28, 1998 the <br />Human Serviees County Board and SAT Board delegated to the respective project coordinators <br />Information Systems <br />Risk Management <br />(Billy Wasson and John Whittington) authority to approve change orders for the <br /> project (4.5 (iv) p.10-11). <br />Subsequent to that approval the Transit District developed and submitted a project <br />management plan to the Federal Transit Administration (FTA). The section of that <br />plan that relates to change orders is attached for reference. <br />It is a well accepted fact that some change orders, due to the nature of the <br />construction process, are very sensitive to timely decisions...some on the same <br />day as the issue arises. We placed in the Contractor's draft contract an expectation <br />of a five (5) calendar day turn around on change orders. We therefore need a <br />process that provides for speed but at the same time provides for accountability of <br />the project coordinators. <br />Recommendation(s): <br />1.
