The project maintains a 5% contingency line item based on the anticipated construction cost. 10. The Citizens Advisory Committee voted unanimously (three members present) in favor of the staff recommendation as presented in this memo. They were very pleased with the bids that were received, and the manner in which the bid altemates were dealt with. 11. The contract with the general contractor has already been developed, and was reviewed and approved by County and District legal counsels prior to its inclusion in the invitation for bids. Because of this step that has been taken, we expect the negotiation of the contract with the approved bidder to be relatively quick and simple. 12. The criterion for selection of the contractor as presented in the bid documents is the lowest responsible bidder, "on the basis of the sum of the base bid and altemates accepted." Recommendation Staff s recommendation is united with that of the County's project coordinator and the project's Citizen Advisory Committee: we recommend that the Board 1) approve the base CH2 proiect plus add altemates ' in the amount of $18 459 484 as identified in attachment B(includina exclusive District fundinq of Altemates 10, 11, and 151, 2) approve the selection of Pence/Kellv Construction Inc., as the low responsive bidder and qeneral contractor for the Courthouse Square proiect, and 31 authorize the District's Proiect Coordinator, as the Board's representative, to finalize and execute a joirrt corrtract with Marion Courrtv and Pence/Kellv for the construction of Courthouse Square, and thereupon to issue notice to proceed.
