The project maintains a 5% contingency <br />line item based on the anticipated construction cost. <br />10. The Citizens Advisory Committee voted unanimously (three members present) <br />in favor of the staff recommendation as presented in this memo. They were <br />very pleased with the bids that were received, and the manner in which the bid <br />altemates were dealt with. <br />11. The contract with the general contractor has already been developed, and was <br />reviewed and approved by County and District legal counsels prior to its <br />inclusion in the invitation for bids. Because of this step that has been taken, we <br />expect the negotiation of the contract with the approved bidder to be relatively <br />quick and simple. <br />12. The criterion for selection of the contractor as presented in the bid documents is <br />the lowest responsible bidder, "on the basis of the sum of the base bid and <br />altemates accepted." <br />Recommendation <br />Staff s recommendation is united with that of the County's project coordinator and <br />the project's Citizen Advisory Committee: we recommend that the Board 1) <br />approve the base CH2 proiect plus add altemates ' in the <br />amount of $18 459 484 as identified in attachment B(includina exclusive <br />District fundinq of Altemates 10, 11, and 151, 2) approve the selection of <br />Pence/Kellv Construction Inc., as the low responsive bidder and qeneral <br />contractor for the Courthouse Square proiect, and 31 authorize the District's <br />Proiect Coordinator, as the Board's representative, to finalize and execute a <br />joirrt corrtract with Marion Courrtv and Pence/Kellv for the construction of <br />Courthouse Square, and thereupon to issue notice to proceed. <br />(C:WIy Documents~Board memo re bid award] <br />
