A meeting of the iwo boards has been set for <br />February 17, 1999, to review the bids and award the contract to the lowest <br />responsive and qualified bidder. <br />Facts and Findin~rs <br />'1. The bidding period for Courthouse Square opened on January 4, and closed on <br />February 4. A totaf of six bids were received. The bids were reviewed by the <br />project de~elopment team, and separately by the Citizens Advisory Committee. <br />2. Afi six bids were responsive to the terms of the invitation for bid. Attachment A <br />presents the bids of each respondent, broken down into base bids and amaun~s <br />for each add altemate_ <br />3_ Staff was very pleased that the g~ouping of the bids, both the base bid amounts <br />as well as the total pac(cage, was tight and competitive. This suggests to us that <br />tttie construction documentation was clear and wel!-prepared, and that the low <br />bid is reasonably in line with consiruction industry "norms° at the time of bidding <br />of the project. <br />4. Al) of the bids received wer~ under the project budget. The low bid amount, <br />from Pence/Ke11y Construction Inc., was approximately 17°/a under the final cost <br />estimate that was prepared for the total project. <br />5. The development team quiclciy reached accord on which of the add altemates to <br />recommend for award with the bid. The recommended altemates are: <br />Altemate 1, parking expansion to 258 spaces <br />AlfEmate 2, pa~icing expansion to 31~ spaces <br />
