The only Agency item that Pence Kelly was substantially lower than other bidders was <br />for the sidewalk canopy weather protection (Weather Protection item #1). The amount <br />of the Agency's contribution for this item is capped by our weather protection policies. <br />At this point, we have seen no additional information which would cause us to revise <br />the staff recommendation. Total payment capped at 120% of inedian is fair and <br />reasonable; allows for normal highs and lows between Agency funded bid items; and <br />prevents any excessive overages from being inappropriately charged to the Agency. <br />This is particularly important where there appears to have been a shift in the project <br />costs from County/District responsibilities to Renewal Agency responsibilities. <br />Since all bids received were significantly under the project's budget estimates, we <br />presume there would be sufficient County/District resources available to make up for <br />the recommended $247,883 reduction for Agency line items. The total $1,126,936 <br />recommended for Agency funding is "an acceptable level of participation" pursuant to <br />the existing agreement. Additional Agency funds will remain available for subsequent <br />improvements, including removal and restoration of the High Street transfer facility; <br />Chemeketa Streetscape improvements (including temporaries); Chemeketa weather <br />protection; six percent architectural fees; and any applicable project change orders. <br />Please call me directly if you have any specific questions regarding these bid items <br />VVT'H: <br />Attachments: <br />
