funding for streetscape. Approval from City Council will be <br />sought after the design development. <br />In clarification of the expenditure and approval of the <br />urban renewal funds, John Whittington explained the entire <br />package would be approved this year but the actual funds <br />would be budgeted over three years. There are still a lot <br />of unanswered questions on this item. <br />In discussion of where the streetscape stops and the <br />building begins, R.G. Andersen-Wyckoff noted quite a bit of <br />Hatfield Plaza has been included in the streetscape, <br />including the clock tower. <br />3. Citizen Committee Charter <br />R.G. Andersen-Wyckoff provided members with a draft <br />copy of the charter that was approved by the Salem Area <br />Transit Board of Directors. The crossed out items are <br />removed and the highlighted areas are additions. The <br />Committee is an advisory committee built into the structure <br />for the Courthouse Square project. <br />The Transit Board would like to keep the Committee to <br />five members or less, with one member appointed from each <br />Board and one member appointed jointly. The plan is to have <br />the charter approved by the Board of Commissioners on <br />Wednesday and Salem Area Transit Board on Thursday. <br />Mary Pearmine said she would like to see the County <br />member from outside the urban area, since the County <br />includes places other than Salem. She will discuss this <br />idea with Don Wyant, Jr. and Randy Franke. <br />4. 4th Floor Sensitivity Analysis <br />John Whittington said since the last meeting the issue <br />has come up on the cost benefits of four floor versus five <br />floor development, and a sensitivity analysis has been <br />prepared by Melvin Mark Company. R.G. Andersen-Wyckoff has <br />put together a cost impact on the District. <br />Craig Lewis provided members with a handout on the five <br />floor and four floor proforma showing the effect of removing <br />the fifth floor and the marginal cost of the fifth floor. <br />The project budget for four stories is from the October <br />report by Pence Kelly. The shell costs have been inserted <br />and adjustments made for the soft costs. The final amount <br />for bond funding was inserted into the final forma to see <br />what happens to the County rents. The bottomline difference <br />is $1.30 rentable square foot for five floors and $1.48 <br />rentable square foot for four floors. The rent speculative <br />space was also removed to create a new cost flow. With the <br />changes the marginal cost is 85G per rentable square foot. <br />
