Achievement of this point depends on <br />implementing the recommendations and using the results of the DOE2 study. PGE will not <br />allow the County access to the DOE2 study unless they participate in the Earth Smart <br />program. Byron Courts volunteered to ask PGE if the DOE2 study could be purchased <br />without participating in the Earth Smart program. If the study can be purchased and the <br />recommendations from the Earth Smart program are implemented, this point can be achieved. <br />• Measurement and Verification - Achievement of this point depends on access to the DOE2 <br />study. <br />• Construction IAO ManaQement Level 1 and Leve12 - The group discussed how to achieve <br />this point. John Gremmels agreed to do the work necessary to achieve this point. He also <br />esrimated the cost of achieving this point. <br />• Use of Low VOC Materials - Language is included in the specification to achieve these <br />points. Actual compliance will need to be tracked through the course of construction. As a <br />result, it is not clear if these points can be achieved at this time. <br />• Design of Chemical Stora eg Areas - The project does not comply with the letter of the credit, <br />however, the intent of the credit may be met. Holly with work with Oliver to understand how <br />these areas are vented so that she can negotiate the point with the LEED Committee. <br />. Water-Efficient Landscape - T'his point cannot be achieved because the plants in containers <br />will need to be watered on an ongoing basis. <br />• LEED Certified Desi~rPr - A member of the design team will complete LEED Design <br />Training if it is offerea before the project is completed. This point can be obtained. <br />• Convert Buses to Natural Gas - The buses will be converted to natural gas. It is highly likely <br />that an innovation point can be achieved. <br />• Permanent Air MonitorinQ Svstem - Oliver and Byron discussed the impracticality of <br />installing a permanent air monitoring system that has the capability of monitoring total <br />volatile organic compounds in an office building. In addition, reliable equipment dces not <br />exist at an affordable price. It does, however, make sense to monitor CO and C02. The cost <br />of this type of monitoring system was discussed. Holly agreed to negotiate this point with the <br />LEED Committee. <br />It is highly likely that an additional four points can be obtained at no cost. Another six,points can <br />be obtained with additiorial cost to the project for a total of 21 points. <br />III. Idenrify Costs Associated «~i:h Clarifications or Modifications and Other Considerations Such as <br />Long-Term Savings and Side '~ •~nefits <br />Cost estimates were discussed to achieve specific points. It was agreed that Leonard would put <br />together a formal cost proposal and forward it to Holly Stirnkorb for discussion at the meeting <br />scheduled for July 1, 1999. The group discussed the following rough esrimates during the <br />meeting: <br />• Energy Efficiency Level 1- Oliver Raab submitted a cost proposal of $750 to Leonard <br />Lodder to conduct the California Title 24 code compliance assessment An additional 10% <br />would be added to this cost to cover Leonard's time, for an estimated total of $825. <br />• Fnerg,v Efficiencv Leve12 - There are several costs,associated with achieving this credit <br />Oliver Raab submitted a cost proposal of $2,000 to Leonard Lodder to verify that the project <br />exceeded ASHRAE 90.1. Including Leonard's time, the cost for tlus verification would be <br />$2,200. Implementation of the Earth Smart recommendations for higher efficiency glazing <br />and daylighring control may cost $35,000. It may cost $12,000 to purchase the DOE2 study if <br />the project dces not participate in the Earth Smart program. The worst case cost scenario to <br />achieve this credit may be $49,200 including the cost of implementing the Earth Smart <br />recommendations. <br />• Construcrion IAQ ManaQement Level 1 and Leve12 - John Gremmels estimated that it would <br />; cost $1,500 to instali the requir.ed filters and write and implement a Construction IAQ <br />management plan. <br />r• <br />
