SUn~IlVIARY REPORT OF THE <br />DOWNTOWN FACILITIES SUB-CONIlVIITTEE <br />There are fourteen departments currently located, at least in part, in <br />the downtown area. Some, such as the Clerk and Legal Counsel have <br />separate operations in different buildings located throughout the city. <br />These departments are located in various buildings throughout the <br />downtown area. In addition to the Marion County Courthouse, <br />county activities are conducted in the Senator, Franklin, Beri, and <br />Ticor buildings. Space is also leased in the Equitable Building and <br />Capitol Towers. <br />Population for Marion County is expected to increase betweeri 27 % <br />and 56% by the year 2013 according to various forecasts. Staff and <br />space projections needed to accommodate service for this growth of <br />470 persons and 109,360 s~uare feet by 2013 are reasonable and <br />acceptable to the Sub-Committee. <br />The Downtown Sub-Committee evaluated the adjacency needs of each <br />department. We evaluated the service to the public and the efficiency <br />aspects of having departments in the same building. Improved <br />technology will significantly improve the efficiency of each <br />department and the interaction between them. In many instances, <br />these improvements will impact the growth of stafP, while providing a <br />greater level of service. But, the customers will still need to utilize <br />the services of more than one department. The closer these <br />departments are together, the more likely the customer will have a <br />one-stop-shopping experience: Our conclusion -- all fourteen <br />departments should be housed in one building. Further, there are a <br />number of reasons that suggest a county owned building is more cost <br />effective than leasing space. <br />
