Facilit Action Plan <br />(Phase 1) <br />Objective: To develop and gain public support for a 20 year master faciliry plan <br />that integrates the County's space needs, service demands and <br />financial resources. <br />Authority/ <br />Responsibility: The Board of Commissioners retains final authority for adopting and <br />implementing a master facilities plan. (Coordination is required with <br />the City of Salem and Oregon State Police regarding the joint law <br />enforcement building.) <br />Support: Citizen/staff advisory committees will be responsible for reviewing <br />space needs, growth factors, service impact, program operations, cost <br />factors and [iming issues. Recommendations will be made to the <br />, Board. The Department of General Services in cooperation with other <br />County staff and WEGroup Consultants will support the committees. <br />Information: Information regarding the action plan and related facility needs will be <br />shared with interim committees, EMT, Elected Officials, employees <br />and other interest groups. <br />Februarv 1994 <br />Board approves action plan for citizen involvement. Key elements of the citizen involvement <br />process include: <br />* Facility Steering Corrunittee: Will contain broad-based citizen/staff involvement <br />(15-20 members). <br />* Membership: Staff to citizen ratio will not exceed 49/51%. <br />* Responsibilities: The Steering Committee will evaluate recommen- <br />dations from subcommittees regarding space needs, program operations, funding <br />options, timing issues and submit recommendations to the Board. <br />* Subcommittees: Seven (7) subcommittees will be created with focus on the <br />following program facilities: <br />Juvenile Services <br />Health Services <br />Courthouse Facilities & Security <br />Downtown Public Service Center (general government) <br />Tri-agency Law Enf. <br />Corrections <br />Dog ControUKenne( facilities <br />
