manageable. Signal preemption would be needed at the Marion St. intersections, and a <br />mid-block signal may be necessary on Liberty. This presents an additional cost for this <br />location. <br />Access would be more difficult during Holidays, when use of the parkade by autos and <br />pedesh-ians is at its maximum. Potential for occasional congestion and auto/bus/pedestrian <br />conflict will be relatively higher at the parkade site. <br />There is sufficient room at the site to allow the prefen~ed "sawtooth" design, which <br />permits independent bus movement in the facility. <br />Oddfellows Site <br />The facility would be served by Court and State Streets, just west of High St. The Ciry <br />traffic engineering staff report that volumes in this area are sufficiently low to support the <br />transit facility. There is adequate room for turning motions into and out of the faciliry. <br />Signal preemption will be needed on Court and State Sts., very similar to the technology <br />being used at the existing Cherriot Station. <br />As at the parkade, there is sufficient space at this site to allow independent bus movement <br />through the facility. <br />IMPACTS <br />There are a number of different impacts that any development has on a site: noise, air qualily, <br />parking, traffic, economic impact, to identify a few. With proper project design and engineering, <br />it is possible to significantly reduce uansit system impacts on the surrounding area. <br />Marion Parkade <br />L.oss of street-level parking is a major concern of businesses in the area of the Marion <br />Parkade. The development will result in a reduction of approximately 160 spaces. It <br />would be possible to return the parking by conshucting a fourth level on the parkade, but <br />at a cost of approximately $2.2 million. The consh-uction would have its own impact, <br />however, ~as the City has estimated that a lengthy closure of the entire parkade would be <br />needed to complete the addition. <br />The site also brings some unusual concems in the area of noise and air quality impacts. <br />The parkade was not designed to serve as a transit center, and specific design and <br />engineering tasks would be required to mitigate these impacts. The Dish-ict has been <br />assured, however, that these impacts could be successfully managed at the parkade site. <br /> <br />3 <br />
