The 32 years' original part was built in 1963 and then about <br />two years later there was an addition to that. The architects determined <br />there was significant useful life left in the building; certainly the front part. <br />As we have done our planning looking at the future needs for detention <br />and those kind of things, the current facilities is not adequate for future <br />use. The planning would be to abandon the current detention faciliry <br />which is basically set up for individual rooms along linear halls with a <br />common group space. The way detention facilities are built and operat- <br />ed today, is similar to the Marion Counry Jail with direct supervision in <br />and outside the pod. The long term needs of that portion of the building <br />is not suitable for continued use. We've looked at a couple scenarios and <br />in either we would have to abandon at least that portion of the building. <br />The two options that we are currently looking at is: (1) to build on the <br />current sight which would be a build, tear-down, and rebuild concept in <br />which case we would need that space for the rest of the facilities intake <br />and education programs. (2) involve 5 acres to the west that we are <br />currently trying to purchase from the State of Oregon, this would allow <br />building on that sight. Then the old building could be used as a dog <br />kennel. The old building has 18 rooms with the capacity of 36. The <br />average capaciry is 33. The average length of stay is 5 to 8 days but the <br />maximum can be up to 2 months. The estimated number of beds for the <br />future was 96; however, this could change. Some ballot initiatives could <br />extend the length of stay. One of the Mannex initiatives would require all <br />15, 16, and 17 year olds charged with a large load of felonies to be tried <br />
