If they are required to be held in juvenile pending that, then <br />our length of stay goes from 2 months to 8 or 9 months. Yamhill County has a <br />measure on the ballot in September to build a detention wing on their jail <br />and they would then be pulling out of their faciliry. Polk County wants to <br />continue Linn and Benton certainly for the short term, eventually they <br />may build their own facilities. Depending on which of those stay will <br />effect it as well. The 36 capacity is always full and the information from <br />all the counties is that they would be locking up more kids if the space <br />was available. The pod concept is sixteen kids to a pod with two staff. <br />This is similar to Multnomah County and King County, of Washington, the <br />two new facilities Juvenile's sub committee visited. The design we are <br />looking at would have six pods, 96 beds with the potential of two addi- <br />tional pods for a total of 8 pods. Kids that continue to get into trouble <br />wili go through the system and will end up at MacLaren (State owned), <br />which is a long term facility. Is there any reason why the County hasn't <br />thought about building their own long term facility and what are the <br />perimeters to that? The longest you can sentence a juvenile to detention <br />is 30 days. If you get a special certification you can run a 30 day pro- <br />gram currently. The longer term has always been a State responsibility <br />and it is expensive. This is logically not something we would want to do. <br />There is no possibiliry that the Counry would get into that realm. It was <br />mentioned the possibility of this building being used as dog kennels and <br />this would provide the kids with an opportunity to work at the kennel. <br />Someone from Dog Possibility would have to look at the building and <br />determine if it is suitable for kennels. The other issues for us in addition <br />to detention are a more permanent home for the Educational Programs. <br />They have been in shared space for about 12 years plus a couple of <br />trailers from Salem/Keizer school district that are located on site. We are <br />also, talking with 24J about potential links with their structured learning <br />center. They have just this last year started an alternative school, which <br />actually came about from students bringing guns to school and they <br />would expel them. But, they are still required to provide them with an <br />education. Some of these kids are actually on our probation case load, <br />so we are talking with them about a joint project for some of those kid. <br />Currentiy there is one courtroom which is set up like a courtroom and <br />one conference room which is much less formal then a regular court- <br />room. We would be projecting at least two courtrooms in the new <br />faciliry. We run a full docket now with one judge so it won't be long <br />before an additional courtroom will be needed. The design is such that <br />the courtroom would be adjacent to the intake portion of detention, so in <br />custody youth come directly into the courtroom. This has been a <br />problem in years past and we have addressed it with handcuff, a pas- <br />sage through a courtyard and through public areas; which is less desir- <br />able. Therefore, we will be designing it into our new facility. This facility <br />
