would not be demolished, it is considered an expansion with approxi- <br />mately 40% reconstruction. The other options we are looking at would <br />be to abandon this facility completely and are there other needs in the <br />county/communiry for youth related programs which could be used as <br />youth campus? in terms of the front of the building the public reception <br />area, getting to the courtrooms and getting to the probation offices. <br />There are a lot of difficulties with the current facility trying to design <br />around that with security and still getting the public where they need to <br />be in a timely manner. So we are looking at both these options. There <br />has been a lot of interest with looking into a joint venture with another <br />county, specially Polk County. The problem with this is trying to foresee <br />the future, so the facility can be flexible enough for changing programs. <br />This facility will look more like a jail with better security. There is no <br />sallyport for dropping off kids, currently police pull into a parking lot and <br />there is very little space between the outside cage door and the inside <br />cage door. This is not considered security in today terms, so there will <br />be surveillance cameras and other security. The pod system allows for <br />group work, education, and many other things and at the sametime <br />provides a secure setting while addressing those issues. Also, in the <br />design there is a medical room which is adjacent to the staff area with a <br />window in it and there is a soundproof timeout room located in each <br />pod. The general concept will be the communal living with the kids <br />doing their own dishes, laundry, and housekeeping. There is an initiative <br />out that says, 15, 16 and 17 year olds who are charged with one of the <br />16 most serious felonies will be tried as adults. The issues of where they <br />get housed is up in the air. Currently, they are required to be housed in <br />Juvenile Detention. Unless the legislature changes that requirement. <br />You have to be at least 16 to go to jail. A remand now with a 16 or 17 <br />year old could go to jail, but that after remand. The current status does <br />not provide for pre-trail holding in an adult facility. If this initiative <br />passes, both the number of cases we see, who gets to hold them and <br />what happens after they are sentenced will be issues that need to be <br />addressed and we won't know the answer until after the legislator goes <br />home. There are approximately 2000 new cases coming in the system <br />per year. Out of that number, approximately 150 youths per year are <br />tried as adults. The suggestion has been made to look at building on <br />the north side of the Corrections Faciliry. The major advantage of this <br />would be to share food service primarily and inmate laundry is another <br />possibility. The difference between the cost of food service is substan- <br />tial. If this was to be considered, it would require the counry to purchase <br />additional land from the state. The issues that are connected with that <br />are: how do you maintain site and sound separation between juveniles <br />and adults, which is required by status and still get the food from Correc- <br />tions to the Juvenile facility? Is the kitchen for the Jail adequate if there is <br />additional expansion of the jail, plus Juvenile? This would not be our first <br />preference for several reasons.
