location. The closeness to the Health department, which provides <br />services for the kids. And the issues with their Alternative Programs, <br />which is their wood and community service vocational building. This <br />building can't be moved, so they would either have to split the depart- <br />ment or abandon this building. Also, State Corrections are not willing to <br />give up the land. It is prime agricultural land and there is a water issue. <br />Even though this prime agricultural land is inside the urban growth <br />boundaries it is high production land, there is an underground irrigation <br />system and the water table issue. The land to the east is not desirable <br />because of the slope. <br />Logan Buildings - <br />These buildings are located directly behind Juvenile's Alternative Pro- <br />grams building. These were built in 1979/1980 for Corrections Pa- <br />role/Probation and adult rehabilitation. These buildings were poorly <br />constructed and are falling apait. Currently, two of the three are being <br />leased to Harmony House Detoxification Center. The third is occupied <br />by Corrections Parole/Probation. One building has a kitchen facility, one <br />is residential and the other is office. The Health department contracts <br />with Harmony House and has the need for this program to be in close <br />proximity. Tha Health sub committee is looking at the possibility of <br />adding a detox program. There are some issues around this. There are <br />restrictions as to whom they can take into the program. <br />Corrections - <br />This faciliry is fairly new and is in good condition. It does require a high <br />degree of maintenance because of the type of facility. The sallyport <br />doors had to be replace two years after it was opened due to usage. <br />This faciliry was designed for future expansion. The jail has been full <br />since the day it opened. Currently, it houses 295 and it has the abiliry to <br />house 600 inmates. It was built to house 250 inmates and there have <br />been an additional 80 bunks installed to cells. Can you built up instead <br />of out? This facility was not designed to go up. We should be designing <br />our building to go up if expansion is needed. There is a substantial cost <br />difference with anything over two stories. The kitchen would be able to <br />meet additional needs. There was concern with whether the water & <br />sewer is capable of this much growth. The counry owns the sewer line <br />from the jail to the corner of Lancaster and Munker Street. When the line <br />was laid it was large enough for expansion of the jail. At that time there <br />was no plans for any other building. With the addition of the Work <br />Center and possible Tri-Agency buildings, we are not certain this will be <br />adequate. The Tri-Agency sub committee is currentiy checking into this. <br />Also, Aumsville Highway will have to be expanded to meet City stan- <br />dards. There are two courtrooms located at the Jail with no future plans <br />to add any. The Courts have rejected option C, which would move all <br />courts out of downtown.
