Space growth can be looked at in two different ways. How much it <br />grows from what is being used today, or how much it grows from <br />what should be used today if commonly accepted space per employee <br />standards. An additional 9,421 square feet is required just to <br />make the downtown departments meet these standards. In instances <br />when standards are not met, the result is a less efficient and <br />effective operation. It would not be prudent to build a new <br />facility at standards less than recommended. Using the standard <br />as a base, only the District Attorney and Legal Counsel will grow <br />at a rate greater than population. None of the departments have <br />growth rates in space that exceed the growth rate of its staff. <br />The Downtown Sub-Committee evaluated the adjacency needs of each <br />department. We evaluated the service to the public and the <br />efficiency aspects of having departments in the same building. <br />Improved technology will significantly improve the efficiency of <br />each department and the interaction between them. In many <br />instances, these improvements will impact the growth of staff, <br />while providing a greater level of service. But, the customers <br />will still need to utilize the services of more than one <br />department. The closer these departments are together, the more <br />likely the customer will have a one stop shopping experience. <br />our conclusion -- all fourteen departments should be housed in <br />one building. <br />Therefore, it is recommended that a new county administration <br />building be constructed in the Senator Block, and adjoined to the <br />present Courthouse via eithez a skybridge or tunnel. We <br />recognize that this recommendation conflicts with that of the <br />Courts Sub-Committee. Our recommendation is driven by this <br />logic: <br />1. It is most cost effective and efficient to have all <br />county administrative departments in the same building. <br />2. The current courthouse cannot be remodeled to provide <br />enough space to accommodate these departments. <br />3. The current courthouse can be remodeled to accommodate <br />the court's needs, including security. <br />The following is a summary of the staffing and space needs for <br />the downtown departments: <br />Current 2013 <br />Staffing 339 468 <br />Square Footage 90,622 107,037 <br />-3- <br />
