the state courts have taken both preventive and responsive actions to ensure that public <br />disputes are safely resolved for all concerned. <br />• Although there is still a need for enhanced security in the courthouse, tl~e state courts <br />have become far more effective in managing potential conflicts. The heightened <br />emphasis on non-adversarial approaches to justice has reduced some of the state courts' <br />most challenging security problems. For example, far fewer domestic relations cases are <br />litigated in the courts. Potential anger and violence by litigants in the courtroom have <br />been diffused with the shift toward ADR. <br />• Security issues that have not been diffused are being handled by highly effective <br />technologies and security measures. Entering a courthouse is now similar to boarding <br />an airplane. Security has been enhanced by metal detectors and other security devices, <br />electronic identification systems, more secure judicial chambers and otl~er advanced <br />technologies. Court personnel and court users are also more protected from exposure to <br />communicable diseases. <br />• Security measures put in place at Community Dispute Resolut~on Centers and other <br />ADR venues have also addressed potentially violent disputes formerly litigated in che <br />courts. The CDRCs generally provide a non-adversarial, user friendly ~~tmosphere that <br />helps diffuse violent conflict. <br />• Beyond the courthouse and CDRCs, new technologies are used to monitor, superv~se, <br />control and treat probationers. Technologies once cons~dered highly expenmental are <br />now used for the control and treatment of high-risk criminal offenders c~r those ~~~ith <br />addictive behaviors. They have greatly reduced the need for post-conviction cnn~inal <br />proceedings in the courts. <br />Improved Jury Setection & Education <br />• Juries are assembled and used far more effectively than in the past Througi~ expanded <br />jury lists and other efforts, the state courts have begun creating juries that more <br />accurately reflect the full population <br />• The courts use computerized jury selection, coordinated courtroom calendaring and <br />improved docket management to provide potential jurors with more cc~rtainty <br />Final Vision Tcxt 6 A~rg~~;t 199~ <br />
