cases of alcohol, sex, drug and spousal abuse may receive tecttnological, biological or <br />chemical restraints in lieu of other criminal sanctions. <br />• Criminal ADR focuses resources on the victims of crime, their families and <br />communities. Most criminal cases are titled in a new manner; e.g., the Victim and the <br />People v. the Offender. Victim or community advocates are active participants in the <br />criminal ADR process. <br />f uvenile justice <br />The state courts have profoundly changed the way they approach juvenile justice. Juvenile <br />justice now involves the entire community, not just the formal court system. Two ma~or <br />areas are emphasizeci~ children who are considered at risk in society and those considered <br />to be a risk to soc~ety. <br />• CDRCs focus community resources on children at risk in society - those who may <br />become serious offenders or those who have been abused or neglected. For example, in <br />dealing with offenders in delinquency matters, CDRCs may use creative methods to <br />hold children accounlable to their community and provide education or training [n <br />dependency matters, CDRCs may offer family therapy or provide referrals to other <br />treatment providers. <br />• The state court system has also broadened its involvement in addressing juvenile needs <br />and issues. The courts actively promote and support community education efforts <br />aimed at early childhood prevention, treatment and counseling programs that help <br />keep children out of trouble. <br />•`Che formal court system is used as the venue for resolution of serious crimes <br />committed by juveniles, i.e., children who are a significant risk to society.
