Marion County Facilities Master Plan <br />A separate projection methodology was used for projecdon of future justice system staff and <br />space needs based on predicted crime, arrest and caseload volumes. These projections for the <br />Sheriff, Courts and related justice functions aze provided in a separate section of this document. <br />The result of those projections are included in this section. <br />In total, the department staff projections increased from 787 current full-dme positions in the ' <br />Salem area (excludes outlying or "field" offices) in 1993 to 1,099 in 2013. Exhibit 3 lists the <br />projected staff requirements for each department and division for 1993, 1998, 2003, 2008 and <br />2013. Note that the ]isted staff for 1993 is a"required" amount and may include positions ° <br />which are currently unfilled. The department projections suggest an average annual compound - <br />increase of 1.64% over the next twenty years. The staff projections are slighUy higher over the <br />first five year projection period (1993-1998) at 2.27% annually, reflecting a typical recurring ~ <br />demand for staff inherent in the county budgeting process. In the three successive five-year - <br />projecaon periods (between 1998 and 2013), the staff is projected to increase at 1.43 % annually. <br />This projection would be somewhat less than the expected growth of general population in the <br />County and consistent with an economy-to-scale for larger number of staff. , <br />Exhibi[ 4 graphs the projected increases in staff for six "groups" of departments, based on the <br />department projections. The greatest increases in staffing are expected in the ]aw enforcement, - <br />courts and justice areas while the general government staff will anticipate more limited growth <br />through 2013.
