would like to share with the commissioners by way of introduction to the more specific
Findings and Recommendations which follow:
1. The development of a 20-year facilities plan for the county is
obviously a monumental task, particularly given the many
variables that will influence the demands for county services
over the 20-year planning period. How fast will the population
grow? What demographic, economic, social and political
changes will occur? Will there be consolidation of local
governments? How will technology affect local government
activity? These and a host of other factors will profoundly
influence the future size and nature of county government.
2. The steering committee has struggled with some elements of its
mission. First, we have found it dif6cult to develop a specific
prioritization of the several facilities development projects which
will need to be undertaken in the coming years. Second, given
the many variables cited above, we are even less comfortable
trying to establish precise time frames within which each
development project should be completed. And third, we
caution that the cost ~gures contained in this report (which are
expressed in constant 1994 dollars) are e~rtremely rough
estimates, based on the most preliminary studies. Because of
these considerations, we recommend that the county create a
series of committees in the future to assist in implementing the
development of each new county facility.
PAGE 2
ksj/cd/Facilities.Int 03/10/95
