would like to share with the commissioners by way of introduction to the more specific <br />Findings and Recommendations which follow: <br />1. The development of a 20-year facilities plan for the county is <br />obviously a monumental task, particularly given the many <br />variables that will influence the demands for county services <br />over the 20-year planning period. How fast will the population <br />grow? What demographic, economic, social and political <br />changes will occur? Will there be consolidation of local <br />governments? How will technology affect local government <br />activity? These and a host of other factors will profoundly <br />influence the future size and nature of county government. <br />2. The steering committee has struggled with some elements of its <br />mission. First, we have found it dif6cult to develop a specific <br />prioritization of the several facilities development projects which <br />will need to be undertaken in the coming years. Second, given <br />the many variables cited above, we are even less comfortable <br />trying to establish precise time frames within which each <br />development project should be completed. And third, we <br />caution that the cost ~gures contained in this report (which are <br />expressed in constant 1994 dollars) are e~rtremely rough <br />estimates, based on the most preliminary studies.
