HEALTH BUII.DING (CENTER STREET CAMPUS) <br />A. FINDINGS <br />1. The existing Health Department building is approximately 20,000 square feet <br />too small to accommodate all Health Department operations that should be sited in a <br />central location. As a result, a number of Health Department units are widely disbursed <br />throughout the community. This degrades deficiency and customer satisfaction and drives <br />up costs. <br />2. The Health Department building is poorly designed and organized to meet the <br />current and future needs of the department. It is energy inefficient and is one of the <br />county's most e~cpensive buildings in terms of operations and maintenance costs. However, <br />the utility of the building could be significantly enhanced by a thorough remodeling. <br />3. The Health Department will need substantial additional space in the near <br />future, not only to accommodate current unmet space needs, but also to make it possible <br />to remodel the existing building without thoroughly disrupting the delivery of essential <br />sernces. <br />B. COST FACTORS <br />1. The total cost of the project is estimated at $6 million provided that the entire <br />29,000 square feet referred to above is constructed. Cost estimates include the remodel of <br />the existing juvenile and health building plus new construction. <br />2. New construction costs may be reduced, however, if additional space needs do <br />not grow as anticipated or if future operating revenues are not available. <br />3.
