C. OPTIONS CONSIDERED
1. The committee considered the possibility that occupancy of the juvenile
building may not be permanent. This decision may affect the size of the new construction
at the health building.
D. RISKS AND LIABILITIES
1. Operating revenues may not be sufficient to support the new building space.
The county may need to consider the use of additional tax base revenues to support
operational costs.
2. Increased traffic on Center Street and the adjacent neighborhoods must be
addressed by widening Center Street and construction of a new driveway south to State
Street.
E. RECOMMENDATION
1. Phase I assumes that a new Juvenile Department building is constructed within
the next three years. T'he vacated juvenile offices would then be remodeled to accommodate
current Health Department space needs.
2. Future space needs can be accommodated, if needed, in Phase II with the
construction of up to approximately 29,000 square feet of space at the health building
followed by some remodeling of the existing building. These recommendations should
accommodate Health Department space needs for the next 20 years.
PAGE 2
ksj/cd/Hea lth. 03/10/95
