C. OPTIONS CONSIDERED <br />1. The committee considered the possibility that occupancy of the juvenile <br />building may not be permanent. This decision may affect the size of the new construction <br />at the health building. <br />D. RISKS AND LIABILITIES <br />1. Operating revenues may not be sufficient to support the new building space. <br />The county may need to consider the use of additional tax base revenues to support <br />operational costs. <br />2. Increased traffic on Center Street and the adjacent neighborhoods must be <br />addressed by widening Center Street and construction of a new driveway south to State <br />Street. <br />E. RECOMMENDATION <br />1. Phase I assumes that a new Juvenile Department building is constructed within <br />the next three years. T'he vacated juvenile offices would then be remodeled to accommodate <br />current Health Department space needs. <br />2. Future space needs can be accommodated, if needed, in Phase II with the <br />construction of up to approximately 29,000 square feet of space at the health building <br />followed by some remodeling of the existing building.
