TRI-AGENCY LAW ENFORCEMENT (PUBLIC SAFETY) FACILITY <br />A. FINDINGS <br />1. The City of Salem Police Department has already substantially outgrown its <br />existing location in the Salem City Hall and unless the Tri-Agency facility is bui~in the <br />immediate future, the city will be forced to seek an alternative location for its police <br />department or other elements of city government. <br />2. The projected savings in operational costs for the city, county and state police <br />units which would result from the construction of the Tri-Agency facility would be small to <br />non-existent. However, it is apparent from the information provided to the steering <br />committee that the combined law enforcement activities of the agencies to be housed in this <br />facility would experience significant improvements in the efficiency of their operations and <br />increase opportunities to coordinate their activities. <br />3. The city, county and state have been working together for several years to plan <br />this facility, which they view as a unique opportunity for intergovernmental cooperation <br />They delayed plans commence work on this facility pending completion of the facility, <br />steering committee work and report. <br />B. COST FACTORS <br />1. The estimated cost for this facility is $30 million. This cost includes land and <br />systems development charges, a portion of which should be allocated to the jail expansion. <br />2. Further study is necessary to determine the best way to share the construction <br />and operating costs of the joint facility. This facility would serve the law enforcement needs <br />of al] residents of Marion County and the City of Salem, including those Salem residents who <br />live in Polk County and do not pay ta~ces to Marion County.
