If a bond measure is needed to finance this purchase, <br />it should not be submitted to the voters until after the funding for the projects descnbed in <br />paragraphs 1 through 6 has been secured. Similarly, if the purchase of the Equitable <br />Building proves not to be the most cost effective alternative for meeting the space needs of <br />the downtown facilities, the submission to the voters of any bond measure to construct a new <br />downtown Public Service building should not take place until financing has been secured for <br />the development of the Public Safety facilities, Phase I of the Health Department project, <br />and the remodeling of the courthouse to serve the needs of the courts. <br />9. The county should proceed within the next two to three years to execute <br />Phase I of the courthouse remodel, responding to the securities concerns and the need for <br />adequate jury assembly space. It may be appropriate to build the costs of Phase I into the <br />county's Public Safety bond measure refened to above.
