options, establish priorities, ti.me frames and funding~ alternatives and prepare <br />recommendations for the Board of Commissioners. It should be noted that the Steering <br />Committee was NOT charged with, and has not enQaged in, the performance of any sort <br />of overall operational analysis of county activities. However the committee quicklv found <br />that it was impossible to talk intelligently about facilities without giving fairly substantial <br />consideration to the activities to be conducted within those facilities. So while this report <br />is not intended to provide guidance on future county operations, its recommendations <br />regardin~ facilities are based in large part upon information and assumptions concerning <br />present and future county operations. <br />The committee performed its work in three broadly defined sta~es. During the <br />months of May through July 1994, the committee studied the Facilities Master Plan which <br />had been developed by WE Group Planning Team, familiarized itself with existing county <br />facilities and gathered additional background information. From August 1994 through the <br />first part of February 1995, the committee received written and oral reports from the seven <br />subcommittees which had been formed to deal with each category of county activity, and <br />developed preliminary findings, conclusions and recommendations with respect to each such <br />area. Finally, during February and March 1995, the steering committee drafted, debated and <br />finalized this report to the Board of Commissioners. <br />As we have worked our way throuQh the consultant's report, the background <br />information, the subcommittee reports and the drafting of these recommendations, the <br />steering committee has developed several general observations and conclusions which we <br />would like to share with the commissioners by way of introduction to the more specific <br />Findings and Recommendations which follow: <br />1.
