JI;fVEMLE FACII.ITY (CENTER STREE'~' CAMPUS)
A. FINDINGS
1. Marion County is experiencing substantial increases in juvenile criminal
activity, and the growth in this activity is outpacing population growth. For example, while
Marion County has only about 8 percent of the state's youth population, it is experiencing
12 percent of the state's juvenile person crime arrests. In the five years from 1988 through
1993, the number of crimes charged against juveniles in Marion County more than doubled.
2. The WE group report identified the juvenile facility as in critical need of
expansion. The existing facilities are so overcrowded that, in many respects, Marion County
no longer has a credible juvenile justice program.
3. If a new juvenile facility is to be created, it appears that the best site would
be the state-owned six acre parcel immediately adjacent to the existing juvenile faciliry.
B. RECONfMENDATIONS
1. Construct a new Juvenile Department Building, ultimately approximately
126,000 square feet in size, on a six acre site immediately west of the existing Juvenile
building that includes detention, cournooms, probation, education, programs and
administrative support functions. The detention center should be designed as a four pod
facility, as outlined in th~ subcommittee report, but only three pods, containing
approximately 5,200 square feet each, should be constructed at this time. The fourth pod
should be constructed when justified by need and when operating funds are available.
2. Vacated office space in the existing building, totalling approximately 14,000
square feet, should be occupied by the Health Department or youth and family related
programs.
C.
