DOG CONTROL OFFICE <br />A. FINDINGS <br />1. The Humane Society of the Willamette Valley is presently constructing a new $1.8 <br />million facility, including kennels that will more than double the present holding capacity offered <br />by this private, non-profit entity. <br />2. Although there have been philosophical and other differences between the Humane <br />Society and the county dog control office in the past, it appears that much progress has been <br />made in recent months toward the goal of greater cooperation between these entities. <br />3. Given the size and nature of the new Humane Society facility, it would be <br />redundant for the county to build its own animal shelter. <br />4. Since the City of Salem repealed its ordinances on dog control in 1989, Marion <br />County has had sole responsibility for this function. <br />5. The need of the Health Department for additional space in the Center Street health <br />building dictates that dog control and other county activities not related to the Health Department <br />be relocated from that building. The dog control office is currently being moved downtown. <br />B. RECOMMENDATION <br />1. Construct a 3,700 net square foot office, on minimal acreage, in proximity to the <br />new Humane Society complex. The facility should be sized to accommodate approximately 30 <br />parking spaces but would not include a site for a kennel. <br />C. COST FACTORS <br />1. The cost of the building is estimated at $400,000. Land costs in the vicinity of <br />the Humane Society are estimated at $35,000 per acre. <br />2.
