if that proves to be the most cost effective alternative for meeting the space needs of the non- <br />court downtown departments and agencies and if the purchase can be financed through certificates <br />of participation. If a bond measure is needed to finance this purchase, it should not be submitted <br />to the voters until after the funding for the projects described in paragraphs 1 through 6 has been <br />secured. Similarly, if the purchase of the Equitable Building proves not to be the most cost <br />effective alternative for meeting the space needs of the downtown facilities, the submission to the <br />voters of any bond measure to construct a new downtown Public Service building should not take <br />place until financing has been secured for the development of the public safety and health <br />facilities and the remodeling of the courthouse to serve the needs of the courts. <br />9. The county should proceed within the next two to three years to execute Phase I <br />of the courthouse remodel, responding to the securities concerns and the need for adequate jury <br />assembly space. It may be appropriate to build the costs of Phase I into the county's public <br />safety and health bond measure referred to above. Subsequent phases of the courts project, <br />involving the creation of additional courts and related spaces, should be undertaken on an <br />incremental basis as the need arises. <br />10. The new dog control office is small enough in size and cost that the county may <br />be able to add this project on to one of the other elements of the master plan implementation <br />without major difficulty. Implementation of the recommendation on dog control may also need <br />to await resolution of issues concerning operational direction and funding. However, if Marion <br />County is to continue its dog control activity, it will be able to do so with maximum efficiency <br />only when it is moved to a new, adequate permanent home in close proximity to the new Humane <br />Society facility. <br />
