~ <br />Marion County Tri-Agency Facilities Master Plan <br />5.0 BUILDING PROGRAM, STTE CRITERIA, AND COST ESTIMATE <br />The development of a preliminary building and site program, and in turn, the project cost <br />estimates, are based on the following elements: <br />1. The consolidation program for the three law enforcement agencies; <br />2. The proposed building stacking program which illustrates adjacency requirements <br />between divisions and section of each department; <br />3. The parking requirements for staff, secured department vehicles and visitors; and <br />4. The size and number of other site elements. <br />Each of these elements are suminarized in the following paragraphs. <br />Consolidation Program <br />During the first week in July 1993, the consultant team presented the recommendations for <br />consolidation and joint-use space.between the three agencies. The agency representatives <br />reviewed this document and appropriate modifications were suggested. These suggestions <br />were incorporated into the 5na1 space requirements database. The consolidation/joint-use <br />space needs which were recommended in that report have been formatted into the 7Yi- <br />Agency Space Program. The finalized space requirements are summarized in Fxhibit 19 for <br />the projection period of 1998.- 2013. Exhibit 20 shows the proposed program for the <br />projection year 2003 and details space reductio~s and additions resulting from consolidation <br />and shared use space. <br />The consolidation/joint-use program forms the foundation for the deve]opment of the <br />building program and site development criteria. <br />Page 30 g <br />
