~ Marion County Tri-Agency Facilities Master Plan
' S.2 Building Program and Coufiguration
5.2.1 Building Program
- The building program is a statistical snapshot of the proposed Tri-Agency Facility. It defines
_ the overall building configuration and size. The program has been developed based on the
assumption that the proposed site will be adjacent to the Marion County Correctional
- Facility site. A site which will allow for surface parlflng and a substantial floor plate has
,_ been assumed.
'- In preparing the building program the consultant has provided for necessary linkages
_ between like functions of the three agencies. In addition the high public contact areas of
consolidated Records and Municipal Court aze located on the first floor. In addition, for
" site development purposes, we have assumed 10,6T)0 gross square feet of tenant space on
, the first floor. This would allow for a high public contact area such as the State DMV
office.
- The proposed building would be a three-story structure which has a total of appro~dmately '"" ~"
141,000 gross square feet. The footprint of the proposed buildings occupy approximately
70,000 square feet on grade. This includes a 9,800 sf tenant space which is included in the
- outbuilding spaces.
The first floor will accommodate all patrol functions as well as the Records and Court
-, operations. In addition, the first tloor would house the Property and Evidence facility.
The second floor would provide space for the Investigation functions for each department
- as well as the State Police Identification Services and the Administrative functions. The
._,' second level contains mosdy administrative and staff functions including: Sheriff's
administration, offices of the Chief, the consolidated trairiing center, the identification
' services division, and investigations and enforcement division. The consolidated interview
= rooms at the northwest corner are accessible by elevator from the vehicle sallyport.
The third level is a partial floor containing the city's emergency management division and
the communications for the city and state agencies. The third floor would basically be a
secure floor that would house the Communication sections of the Ciry of Salem and the
State Police. The proposed building stacking program is illustrated in Exhibit 21.
Page 40 s
