Marion County Tri-Agency Facilities Master Plan <br />The spaces of the facility have been organized around a courtyard, providing a central visual <br />amenity which unifies the complex and reinforces the consolidation objectives of the joint <br />agency facility. The courryard is used to bring light into the building while serving to <br />enhance certain staff and public spaces with views of its planu and play of sunlight. Those <br />spaces with visual aecess to the courtyard are: <br />• the public meeting room <br />• the fitness space <br />• the large roll call room <br />• public and staff circulation <br />The public ]obby provides open public access to the courtroom, the public meeting room, <br />and the consolidated recotds counter. Public movement beyond this point is screened by <br />staff and_ metal detectors. <br />Staff enters specific zones of the building by agency function with access to multiple levels <br />of the building. The city's communication division and the state's regional dispatch center <br />are situated on the third floor of the facility to be separate afld secure from the public and <br />from other functions of the faciliry. <br />T'he first level houses functions that reqwre public access and access for field operations <br />personnel of the three agencies. Public spaces such as the courtroom, the public meeting <br />room and consolidated records are immediately accessible at the public lobby. Semi-public <br />spaces requiring less frequent admission of public, including the Sheriff's Central District <br />Station and the State Police's Salem Patrol Office, are located beyond the public screening <br />point behind the open public lobby. Staff-accessible functions of Salem Police Department's <br />Field Operations, consolidated lockers, evidence and properry storage are located to the rear <br />of the first ]evel. Public access to evidence and property for viewing or retrieval of property <br />is on the west side of the building, where parking and a loading area have been provided. <br />The building must continue to seive the public in emergency situations due to man made <br />or natural disasters. Therefore, the structure must withstand major earthquakes. The <br />substructures and superstructure of the facility must be designed to zone four seismic <br />requirements. The design and materials selected for this structure wi11 be ]ong lasting with <br />a]ife expectancy of at least 100 years. <br />_ • ~ <br />Page 41 5 <br />
