February 16, 1998 <br />Memo To: The Special Project Oversight Committee <br />From: Mark Wieprecht <br />Salem Transit Board oS' Directors <br />Subject: Summary of District precepts that have guided <br />development of the Courthouse Square project <br />~ <br />F <br />~-~~ ~::~ ~ ~, ~, _ <br />As the Committee has undertaken its task of reviewing the Courthouse Square project, I have <br />noticed instances in which there has been some curiosity about particular positions posited by <br />the staff. I believe that Committee members have had occasion to wonder if what was being <br />said represented the staff s perspective, or if the statements reflected policy board positions. <br />And, if the expressions were representative of the policy boards, how strongly were the <br />positions held? Had there been formal policy action taken on the issue, or had there simply <br />been discussion and general consensus? Clearly, the answers to these questions could, in <br />regard to a particular issue, have a significant bearing on the committee's decisions relative to <br />that issue. <br />In an effort to clarify some of these questions and assist the Committee in carrying out its <br />work, I asked the Transit Board to formally adopt an expression of its positions on some of <br />the fundamental questions surrounding transit's objectives in the Courthouse Square project. <br />The attached document, approved at the February 3, 1998 transit board meeting, provides the <br />Board's current positions on several key questions, along with a brief rationale for the <br />positions held. <br />Please note that the Transit District is presenting this information only to convey past and <br />current Board positions on the related issues. Positions are subject to change when exposed to <br />the light of new and illuminating data and information, and our Board acknowledged that <br />point in our discussions of February 3'~. At the present time, the positions represented in the <br />attachment are based upon the best and most current information that we have available, and <br />in many instances are the culmination of intensive research, conducted over months or years <br />by District sta~ the Board, and citizen committees which have assisted us. <br />We are happy to share this infonnation with you, and sincerely hope that it is of help to the <br />Committee. ff there are any questions about the information, I or the District staff will do ow <br />best to provide answers. <br />
