This preemption would create significant delays on these roadways, given <br />the existing daily traffic voaume of 35,000, and may lead co an increase in rear-end accidents. The <br />~otentaal to re-orient this facility east-vvest was studied, but was found ca create safety probiems <br />on Church and Cottage Streets, in addition to th~ prob;c~ns on Ma=ion and Center Streets. <br />This site is also considered to be problematic ftom a pedestrian access standpoint, in that it is a <br />long distance ~rom the hub of downtown ~edestrian acfivity. <br />Vi'ashington Mutual Site The oriencation of this site is east-west, with mid-bloek access off of <br />Church and Cottage Streets south of Center Strcet. The traffic flow issues of this proposal would <br />be far superior to the Greyhound s~te, but wouId alsa create some vaffic concenas. The site <br />borders Center St~eec, so buses exiting to the north on Church Street would experience <br />difficulties exidng the site without the preemption of Center Street traffic. The buses exiting onto <br />Cottage Street would not create tr~c problems given that the required ~reemptioa on <br />Chemeketa Street would impact the stre~t with the lowest volnme in downtown. ' <br />This site is ciase~ to the major downtown pedestrian activity and therefore s~rves the users of <br />transit better than the Greyhound site. <br />Senator Site This site proposed~ an east-west orie»cation with access o~f o~' ~igh Sueet arnd <br />Chutch Street. Mid-block driveways would be located south of Chemeketa Stree~ Unlike the <br />other two sites, tl~is proposal does not abut tha Marion/Center Couplet, thus its petendal impact <br />to high volume streets is great~y reduced. Acx,~ss Eo High and Church Straets provides good <br />transit circulation pattems for serving all parts of the City. The signal preemption reqtured to exit <br />t~e site will be of minimal impact to the rest of tt~s downtown sireet system. . <br />Th~s site is che caoses~ co che center of downcown pedestzian activxty, ~quiring thE shortest waik <br />for transit users. . <br />St~'Conclusion Based on staff's analysis ~of the thtee proposais, staff believes that tlae Senafor <br />sitc is the best location for development of th~ Sa1em Transit District powntown ~ansit Mall. <br />Next Steps <br />Once the Transit District has selected a location, it will proceed with a:n in-depth study of the site. <br />Issues that the City will require ihe Transat District to address include: <br />
