This is an important issue to the City of Salem and we appreciate the opportunity to be <br />active participants in this process. In your letter, you request that Council address a number of <br />issues. This letter summarizes our response to you on each of these. <br />Endorsement of the Senator Block Site Council endorses the selection of the Senator Block as <br />the preferred site for locating a downtown transit center. <br />Endorsement of the Secondary Sites Council does not endorse the selection of the secondary <br />sites at this time. While the Senator Block site has been studied in detail and appears to be a good <br />choice, we do not believe the same effort has been expended on the secondary sites. If the <br />Transit District fails to proceed with its proposed development of the Senator Block, Council <br />requests that the District bring forth a more detailed proposal for the development of one of the <br />secondary sites for our review and approval. <br />Endorsement of t1:e Courtlzouse Square Concept Council endorses the proposed Courthouse <br />Square concept for the development of the Senator Block. Please note, however, that Council <br />endorsement does not relieve the District from the normal development approval requirements <br />including, but not limited to, staff review of the development concept and plans, traffic impact <br />analysis, on- and off-site transportation improvements, and Planning Commission and Council <br />review and approval. Nor does Council's endorsement bind the City to leasing any space in the <br />proposed facility. <br />Granting a Three year Moratorium on Relocating the Fxisting High Street Transit Facility <br />Council hereby grants the requested extension.
