B. Transit stays on Senator Block site to develop downtown transit center and
County moves its County Service Ceater to another location?
Transit would need to negotiate with County to convert 42%
undivided interest in Senator Block to specific ownership and
obtain additional property from County, if necessary.
2. Marion County and Salem Area Transit must pay off all
outstanding contracts for demolition, abatement, relocation,
contamination mitigatioq architechue & engineering, project
management, legal, and financial and environmental consultants.
Because the County would not be issuing revenue bonds its
portion of these expenses would have to be paid from the
County's general fund. Some of Transit's portion may be eligible
for federal gant financing.
3. Transit would need to retain and fund an architectural consultant
and begin design of transit facilities to fit transit owned property
footprint. -~-
4. County would need to move County agencies out of the
Courthouse to accommodate the State Circuit Courts for Marion
County, and provide permanent facilities for departments
temporarily housed in the Best building on I.ancaster Blvd.
5. County and Transit would lose cost-sharing potential wluch
would have been inherent in the joint Courthouse Square
de~~~lepment.
6. Transit would need to negotiate with others regarding whether or
not underground parking option should be considered prior to
building of transit facilities and whether or not partnering in the
design and use of the site would be necessary to reduce
inefficiencies in land use.
7. County may choose to retain its portion of the Senator Block for
future use or may sell it at current reduced market value.
S. Marion County would have to repay the internal loan from the
solid waste management fund from General funds.
9.
