Salem, Oregon 97301 Re: Request for Proposal - Marion County, Oregon Courthouse Square Project Dear Mr. Wasson: Thank you for giving First Security Bank, National Association an opportunity to present its fee proposal for acting as Trustee and Paying A~ent for a bond issue for IVlarion County for the Courthouse Square Project. This proposal is based upon the details provided in the RFP. My responses are provided in the order stipulated in the RFP. 1. First Security Bank's corporate trust department has been in operation for more than twenty years. First Security Bank has corporate trust offices in five locations, including Salt Lake City, Utah, Albuquerque, New Mexico, Boise, Idaho, Las Vegas. Nevada, and Portland, Oregon. First Security Bank's Oregon Corporate Trust office has been open since February 1, 1998. I would be the primary contact and administrator on this issue, should Marion County accept this proposal. I joined First Security Bank on December 1, 1997. Prior to that time, I spent twenty years as a Corporate Trust Administrator and Manager with First Interstate Bank of Oregon's Corporate Trust offices in Portland, Oregon, managing accounts for the Pacific Northwest. My offices are located at 4949 S. W. Meadows Road, Suite 150, Lake Oswego, Oregon 97035. My telephone number is (503) 675-3300. The attorney assigned to my administrative team is Mr. David Blackner who is located in our Salt Lake City Corporate Trust office; my administrative assistant is Ms. Carol Ontiveros, also located in Salt Lake City. As the assigned administrator for an appointment as Trustee and Paying Agent, I maintain all records and files for the bond issue in my office and am responsible for all administrative activities. I am responsible for monitoring compliance with the terms of the transaction documents, following far required reports, as well as handling all payment receipts and disbursements, in addition to the disbursement of bond proceeds through the Project Fund.
