ASSUMPTIONS
The cost proposal (i.e., Bid) for this project has been prepared using information contained in
the Contract Documents and additional information presented in the pre-bid conference held
on September 15, 1997, at the Marion County Courthouse. In addition to the above, the bid
items have been estimated for this project based on the following assumptions: -
1. For bid item 3, it has been assumed that a minimum of 500 cubic yards will be
excavated and stockpiled in any given day. It is assumed that the field engineer
will limit the amount of soil that can be removed in any given day due to
necessary field screening.
2. For bid item 4, it has been assumed that, at a minimum, 750 tons will be
transported to Browns Island Demolition Landfill in any given day, and that there
will be no tipping.
3. For bid item 5, it has been assumed that at a minimum, 500 tons will be
transported to Riverbend Landfill located in McMinnville, Oregon, in any given
day. Tipping fees are to be paid directly by the Marion County.
4. Multiple underground obstructions larger than one (1) foot in diameter will not
be encountered and/or hard rock formations will not be encountered.
5. No public utilities are to be moved or altered.
6. Unexpected project delays as a result of the owner or project engineer, are not
the responsibility of BB&A.
7. The surface of the property is such that heavy trucks can travel across the site
without getting stuck. There is no provision in this proposal for imported fill
necessary to build a temporary road capable of supporting repeated heavy truck
traffic.
DESCRIPTION OF TASKS
1.0 UST DECOMMISSIONING
The purpose of this project task is to permanently decommission by removal at least one (1)
known UST used to store heating oil. Since the UST at the Liu Property is unregulated, no
Department of Environmental Qulaity (DEQ) prior notification or permits will be necessary to
remove this tank.
! 1.1 Proiect Administration - Re4ulated Tanks
Permits will be prepared and submitted as required to local regulatory authorities. Should
' unknown regulated USTs be encountered, notice of Permanent Underground Storage Tank
Decommissioning form will be prepared and submitted to the DEQ for the removal and
~ permanent decommissioning of the UST. If the UST is not registered, a fee of 525.00 per year
BID PROPOSAL
~ MARION COUNTY COURTHOUSE S~UARE Page 2
~~.. SEPTEMBER 19, 1997
